Louis Vervloet is the General Director of the Flemish ESF Agency and represents Belgium within the ESF Committee. He holds a degree in Public Administration and considerable experience in navigating the European Social Funds landscape. With a career spanning back to 1982, Louis has been a pioneer for simplification, witnessing the evolution of individual projects, national plans, and the management of operational ESF programs. His commitment to streamlining processes is further exemplified by his roles at the European Commission and as a member of the High-Level Group on Simplification. He is also active as a speaker, moderator, facilitator, and chairman in numerous conferences, seminars, and workshops, focusing on employment policies and the effective management of the European Structural Investment Funds.
Iuliia Kauk
Finance and Control Officer, Financial Mechanism Office, EEA and Norway Grants
Iuliia Kauk is an experienced finance manager with a profound knowledge of the EU cohesion policy. She has a background in programme and project financial management, honed through hands-on involvement with the EU-co-funded programmes. She has contributed her skills to various European territorial cooperation (Interreg) programmes, spanning cross-border, transnational, and interregional scales. Iuliia has over 5 years of professional expertise with simplified cost options (SCOs). She has been facilitating and leading the working groups on SCOs, advising various programme bodies (joint secretariats, managing authorities, controllers, audit and certifying authorities) on how to develop programme-specific methodologies for SCOs, how to introduce SCOs in the programmes, how to involve different stakeholders, how to embed SCOs in the management and control systems and programme's procedures, and how to ensure proper audit and control of SCOs. Iuliia is an advocate for simplification of European Structural Funds and firmly believes that SCOs, among other measures, offer a great opportunity to focus on qualitative implementation of the funds.
