Managing the Recovery and Resilience Funds

Daniel von Dungen is a Policy Officer in the European Commission's Directorate-General for Economic and Financial Affairs. For the Recovery and Resilience Facility (RRF) he is the European Commission's principal auditor for Austria. He has extensive experience on the audit and control of the RRF, having worked on these files since the RRF's inception and joined the Commission in 2017. For the RRF he also conducted various types of audits in Germany, Estonia, and Latvia. Before joining the Commission, he worked as Governance and Operations Manager and in a number of other roles at SAP. He holds a master's degree in political economics.

Coordinator for the Court- wide task force on the RRF. Myles has extensive experience of the audit, control and management of the cohesion funds, having worked for 6 years in DG EMPL's audit directorate, and for 2 years in the joint audit directorate for DGs EMPL and REGIO, as team leader for the budget discharge process. Prior to this, he worked as an administrator in the Commission's Secretariat General, in charge of interinstitutional relations with COREPER II (EU Council). Myles holds a Msc degree in European Politics from the LSE.

David Lopes is an Economist, leading the horizontal coordination team for the Recovery and Resilience Facility (RRF) in the European Commission's Directorate-General for Economic and Financial Affairs. He has extensive experience on the RRF, as he has been involved in the design, implementation and coordination of the Facility since its inception. He joined the Commission in 2015, working on the Economic Adjustment Programme for Cyprus and on the macroeconomic and fiscal surveillance of Belgium and Luxembourg. Before joining the Commission, he was Associate Director at Fitch Ratings, in charge of credit ratings for public sector entities, subnational governments and multilateral financial institutions. He holds a master's degree in public affairs from Sciences Po Paris.

Alessandra de Renzis, a civil servant at the Tuscany Regional Government, has extensive experience in the execution of local development strategies funded by European Cohesion funds. Since 2005, she has been actively involved with the Rural Development Programme Managing Authority, later transitioning to the European Regional Development Fund Operational Programme Managing Authority. Her work primarily revolves around the programming, execution, and assessment of strategies, starting with LEADER initiatives and progressing to Inner Areas, Urban Development, and Smart Specialisation strategies. Starting in November 2020, she has been a part of the President of the Tuscany Region's Cabinet Office, where she provides support for the implementation of the National Recovery and Resilience Plan, along with various EU and National cohesion-funded programs. In November 2018, she embarked on a Ph.D. program in Urban Studies and Regional Science at the Gran Sasso Science Institute in L'Aquila, Italy.

Carlos N. Lafargue is Legal Counsel at the European Investment Bank (EIB). Before joining EIB's Decentralised Financial Instruments Unit in 2018, he worked as a senior legal counsel at the law firms Latham & Watkins and Cuatrecasas. From 2015 to 2018 he was Head of Legal and Secretary to the Board of Directors of Société Générale Equipment Finance Spain. He holds an advanced degree in Law (Licenciatura en Derecho) from the University of La Rioja, a LLM from Instituto de Empresa and a Valuation and Accounting Degree by University Pompeu Fabra.

Ivana organises the work of the Department and participates in preparation of strategic documents of the Service and drafts planning documents. She also planes and organises activities in relation to audit of Recovery and Resilience Facility (RRF) and performs audits of the system of management and controls, audits of fulfilment of milestones and targets from the payment claim, drafts audit reports and audit summaries on the implementation of RRF in Croatia. Previously, as Senior Auditor in Service for Audit of European Agricultural Guarantee Fund and throughout 15 years of work experience in Croatian Audit authority, participated in all audit engagements related to agricultural funds, from period of pre-accession to full membership of the EU.

Katerina Papakonstantinou is currently working with GRNET S.A., National Infrastructures for Research and Technology, one of the largest public sector technology companies in Greece, which operates under the auspices of the Ministry of Digital Governance. She is responsible for the design, implementation, monitoring, quality and financial control of a number of European and National Research, Education and Technology Projects funded by the EC (RRF, Structural Fonds, Interreg, etc). In this framework, she has worked on the "Granting GRNET for the purpose of leasing fiber optic infrastructure" project (https://grnet.gr/en/business-directory/fiber-optic-infrastructure-use-iru/), which has been included in the Recovery and Resilience Fund, which is financed by the European Union - Next Generation EU. She holds a Master's degree on Advanced Studies in European Integration from the University for Continuing Education Krems, Austria and worked at the FFG, The Austrian Research Promotion Agency for European projects, in the area of Research and Information and Communication Technology.
